I am directed by the Earl of Crewe to

transmit to you the enclosed papers regarding

the Crown Solicitorship in H.Kong.

Lord Crewe considers that the conduct of

Extradition cases should continue to be taken

by the Crown Solicitor, the fees received

from the Chinese Govt. being, under the

rearrangement now proposed, paid into the

Treasury. In these circumstances it would

be necessary to appoint an Assistant Crown

Solicitor.

His Lordship proposes to approve the

appointment of Mr. Kemp as Crown Solicitor,

on the terms suggested in Sir Henry May's desp.
